The draft law “On regional overhaul of multi -storey buildings” was submitted to the State Duma ”. This document reports that the owners of apartments must monthly transfer funds for the overhaul of the house, while it does not matter the new building or not.
Until recently, the funds were allocated by the state for overhaul, transferred through the Fund for Assistance to Reform Housing and Public Utilities. The issue of transferring repair work to tenants has been discussed for more than two years in the Housing and Public Utilities Fund and the Ministry of Regional Development. The other day, the prepared bill was submitted to the State Duma, the authors of the document became a group of deputies, headed by the First Deputy Chairman of the State Duma Committee on Housing Policy and Housing and Public Utilities Elena Nikolaeva. The idea of the law is to introduce mandatory deductions for overhaul for owners of apartments living in all houses. It should be noted that the state of housing construction on payment does not affect. The funds received will be sent to the regional budget. At the same time, the sequence of repairs and the list of work performed will determine the local authorities independently. It is planned to first put the old housing in order, then proceed to the rest, more new houses.
Some deputies consider the law of premature. In addition, they believe that many citizens will not like the fact that funds from all are compulsory, but are distributed by a group of officials. Moreover, according to the current legislation, it is precisely housing owners at the general meeting that determine the list of repair work that needs to be carried out.
Another important point is that the proposed bill completely releases the state from the overhaul of residential buildings, respectively, if the document is approved, then since 2013 the receipt of funds from the federal budget will cease. And since many regions of the country are subsidized, local budgets will not be able to ensure the implementation of this law everywhere.
According to independent analysts, apartment owners need to provide the right to pay for repairs directly to their residential building, for example, for the purchase of a chandelier for installation in a well -groomed entrance. For this, the law must provide for special lending, which is, for example, in the Baltic states, but in this document this is not mentioned.
