Enterprises that operate in hazardous industries related to combustible, explosive and flammable substances, to use this or that equipment in their production should receive appropriate permission. According to the current legislation of the Russian Federation, the operation of technical means without the permission of Rostekhnadzor is illegal, and, therefore, its use is impossible.
Permission to use is an official document provided by Rostekhnadzor after the verification procedure for each individual type of technical devices that are used in hazardous production. Timely obtaining permission to use is one of the most important components of the legitimacy of the functioning of a particular enterprise. This is actual confirmation that the equipment used in production fully complies with the requirements of industrial safety. Obtaining a permit for use is possible for both the equipment of domestic and foreign production. If the company, contrary to the legislation, operates technical means at a dangerous facility without such permission, then fines are applied to it. The maximum punishment for such an offense is the termination of the enterprise.
Obtaining this kind of permission is a very difficult procedure, since for this it is necessary to draw up a large number of documents. Certificate of conformity of products is one of these documents. Thus, the certificate of conformity of products is confirming that the technical object is fully complies with the necessary requirements of regulations, standards and provisions. The certification process can be carried out on a voluntary basis, but if we are talking about the use of technical means in hazardous industries, then such a procedure acquires a strictly mandatory nature.
To obtain permission to use, the owner of the production (or the person authorized by him) must submit to Rostekhnadzor or to the certification center the necessary package of documents. The certification center is a specialized body that received accreditation from Rosstandart. The declaration of equipment compliance is compiled directly by its manufacturer, and the certification center checks it for correctness and certifies it.
The deadline for consideration of documents and obtaining a permit on average is three months.
